Yes. A passport for traveling abroad, issued in the name of a person who has not reached the age of 12, can be issued to a person authorized to do so by a legal representative on the basis of a power of attorney, certified in accordance with the established procedure or on the basis of a written application.

One of the parents (adoptive parents), guardians, custodians, who submits documents for the issuance of a passport for travel abroad, except in the case of submission of documents by a representative of a children’s institution or a foster parent, in a written application submitted in an arbitrary form, may identify another person (another of the parents, guardians, custodians, adult son or daughter, relatives (consanguineous and non-consanguineous) sister, brother, grandfather, grandmother) to obtain a passport for travel abroad of the person in whose name it was issued.

A passport for leaving the border, issued to a person aged 12 to 16 years, may be issued to a person authorized to do so by a legal representative on the basis of a power of attorney, certified in accordance with the established procedure or on the basis of a written application from the customer under the conditions of the person’s presence, in the name who has issued a passport for traveling abroad.
