При оформленні нового паспорта, попередній (один з попередніх) закордонний паспорт, виданий особі, підлягає анулюванню, якщо термін його дії закінчився або у разі зміни інформації, внесеної до паспорт, окрім додаткової змінної інформації.

Анулювання здійснюється шляхом пробиття не менше як двох отворів в машинозчитувальний зоні. При цьому за заявою особи її анульований паспорт може не вилучатися, якщо в ньому проставлено візи або відмітка про тимчасове проживання в іноземній державі.

Preparing for the photo:

• Your face should be open for the photo. This means that your hair cannot cover your eyes.
• You should also avoid light-colored clothing, hats, scarves, or other accessories that obscure your face, hair, or neck. Hats are not allowed!
• If you wear glasses or contact lenses, you must take them off when taking pictures.
• Women are advised to wear low-key makeup, and their skin color should be natural.

Photography

Format

The photo should show a close-up of the head and upper shoulders. The face should occupy 70−80% of the vertical size of the photo (determined visually).

Head position

Head rotation should not exceed +/- 5 degrees from the frontal position in any direction. The person must have a neutral facial expression and a closed mouth and look directly into the camera.

Glasses and eyes

The eyes in the photograph must be clearly visible; light must not be reflected in the glasses and the lenses must not be dark. Sunglasses and glasses with tinted lenses are not permitted).If possible, avoid large frames. The frame should not obscure the eyes.

Headwear

Hats are not allowed!

Style and lighting

The person in the photograph must be depicted with open eyes and a clear facial outline; hair must not obscure the eyes.

Children

The requirements for photographing children are somewhat relaxed, namely: line of sight, facial expression. However, the child should be at rest in the image (no chair backs, toys or other people should be visible behind them). The person should look at the camera with a neutral expression and closed mouth.

Infants

The baby’s photo must be taken in accordance with the above requirements. The orientation is vertical, however, a photo of the infant lying on a white or light gray sheet is acceptable. Alternatively, the infant may be photographed in a child seat, with a white or light gray background. The eyes are open, the mouth is closed, and the hands of the person supporting the baby should not be visible in the image.

About photographing children

• The child should be alone in the photo, with no chair back or toy visible.
• The child should look at the camera with a neutral expression and closed mouth.
• If possible, the infant’s photograph should be taken in accordance with the above requirements. The infant should be photographed in an upright position, but it is acceptable to photograph the infant lying on a white blanket. The child’s eyes should be open, the mouth closed, and the hands of the person supporting the child should not be visible.
• The photo should show 70% of the face, clear contours, white background, on high quality matte paper without defects.
• The photo must be printed using the classic wet photo printing method, not inkjet printing.

At the written request of the applicant, entering the surname and first name of the person in whose name the passport is issued for traveling abroad can be performed in Latin letters in accordance with its spelling in the previously issued documents certifying the identity and confirming the citizenship of Ukraine, issued by the competent authorities of Ukraine, or documents confirming the fact of birth, name change (including in the case of marriage or divorce), issued by the competent authorities of a foreign state and legalized in accordance with the established procedure. Writing a person’s surname in a passport for going abroad can be done in accordance with the writing of the surname of his child/parents (or one of them)/one of the spouses in passports previously issued to them for going abroad (including in passports for going abroad, issued by foreign countries, if the child/parents/one of the spouses are foreigners).

The official transliteration of the Ukrainian alphabet into Latin was approved by Resolution No. 55 of the Cabinet of Ministers of Ukraine dated January 27, 2010.

The letter combination «зг» is reproduced in Latin as «zgh» (for example, Згораны — Zghorany, Розгон — Rozghon) in contrast to «zh» — the counterpart of the Ukrainian letter «ж».

Do not reproduce: soft sign and apostrophe.

In accordance with Article 9 of the Law of Ukraine «On the procedure for the departure from Ukraine and the entry into Ukraine of citizens of Ukraine» in order to create conditions that guarantee reimbursement to a citizen of Ukraine for expenses related to extraordinary circumstances during a stay abroad, a citizen of Ukraine must be insured .

ISO/IEC 14443A is a standard that describes the frequency range, modulation method and protocol for exchanging short-range (up to 10 cm) contactless passive cards on magnetically coupled inductances.

ICAO — International Civil Aviation Organization — the International Organization of Civil Aviation, a specialized agency of the United Nations that establishes international standards for civil aviation and coordinates its development with the aim of increasing safety and efficiency.

A special symbol indicating the presence of a contactless electronic medium is placed in the lower part of the front cover of such a passport. A passport of a citizen of Ukraine for going abroad with a contactless electronic medium is more protected compared to a passport of a citizen of Ukraine for going abroad that does not contain a contactless electronic medium.

Regarding glasses, sunglasses and glasses with tinted lenses are not allowed. If possible, avoid large frames.

The frame should not cover the eyes and the light should not be reflected in the glasses.

one of the parents with a passport of a citizen of Ukraine, a child’s birth certificate (originals):

• from the age of 14 — having a passport of a citizen of Ukraine in the form of an ID card or e-passport.

One of the parents (adoptive parents), guardians, custodians, who submits documents for the issuance of a passport for travel abroad, except in the case of submission of documents by a representative of a children’s institution or a foster parent, in a written application submitted in an arbitrary form, may identify another person (another of the parents, guardians, custodians, adult son or daughter, relatives (consanguineous and non-consanguineous) sister, brother, grandfather, grandmother) to obtain a passport for travel abroad of the person in whose name it was issued.

A passport for leaving the border, issued to a person aged 12 to 16 years, may be issued to a person authorized to do so by a legal representative on the basis of a power of attorney, certified in accordance with the established procedure or on the basis of a written application from the customer under the conditions of the person’s presence, in the name who has issued a passport for traveling abroad.

Children’s international passports under the age of 16 are issued upon submission of a consent application by one of the parents or a legal representative.

From the age of 16, an «adult» foreign passport is issued, there is no need for the consent or presence of parents.

Documents issued by the competent authorities of a foreign state, which are submitted for the issuance of a passport of a citizen of Ukraine for travel abroad, are certified in accordance with the procedure established by law, unless otherwise stipulated by international treaties of Ukraine. (Consular legalization or affixing of an apostille). Such documents are submitted with a notarized translation into Ukrainian.

Therefore, in the case of issuing a passport of a citizen of Ukraine for the first time to travel abroad to a person who has not reached the age of 14, the applicant must provide the specified certificate if at the time of the person’s birth at least one of his parents was not a citizen of Ukraine.

In this case, original certificates of marriage, divorce, name change, etc. may be provided.

Currently, you can not only comply with the photo pasting regulations, but also change the paper passport of the 1994 model to a modern plastic ID card.

Passport of a citizen of Ukraine in the form of an ID card:

• Compact.
• Resistant to damage.
• It can contain all the data in one document (information about the registered place of residence, RNOKPP data, marital status, KEP).

PAY ATTENTION!

* Establish that during the period of martial law and within three months from the date of its termination or cancellation, the production of a passport form of a citizen of Ukraine, the sample and technical description of which is approved by Resolution of the Cabinet of Ministers of Ukraine No. 302 of 03/25/2015, is carried out without the introduction of a qualified electronic signature to contactless electronic medium contained in the passport of a citizen of Ukraine in accordance with Resolution of the Cabinet of Ministers No. 707 dated 06.21.2022

• It has the highest level of protection against counterfeiting.
• Display in the «ACTION» application and the right to use an e-passport on the territory of Ukraine.

ID passports will be issued by:

• Instead of the photo pasting procedure.
• During last name change.
• In case of changing the spelling of the surname or first name in Latin
• Instead of a lost or damaged passport.
• Due to the expiration of the ID card.
• If an error is detected in the information entered in the passport.
• Obtaining RNOKPP in case of issuing a previous ID card without such information.
• Optional.

Ukraine is taking a step towards European standards and in January 2017 started issuing new plastic passports with a biometric chip in the form of an ID card.

A passport is issued to persons who have not reached the age of 18 — for 4 years, and to persons who have reached the age of 18 — every 10 years.

You can order a passport of a citizen of Ukraine in the form of an ID card at any Passport Service center in Ukraine or abroad.

* Certificate of registration of the place of residence of the established model (Appendix-13) or an extract from the register of the territorial community, issued through the «ACTION» application — if available;

* Identification number — if available.

To exchange a 1994 passport of a citizen of Ukraine for an ID card:

• Passport of a citizen of Ukraine
• * identification number — if available
• * on marriage and divorce — a marriage certificate, a divorce certificate, a court decision on divorce that has entered into legal force, or a document issued by the competent authorities of a foreign state. Such documents are submitted with a notarized translation into Ukrainian.

General information about the passport of a citizen of Ukraine in the form of an ID card:

• The passport of a citizen of Ukraine of the new model is an ID card, the main document certifying identity and confirming Ukrainian citizenship;
• According to the current legislation of Ukraine, every citizen of Ukraine who has reached the age of 14 is OBLIGED to obtain a passport of a citizen of Ukraine — Decree of the Cabinet of Ministers of Ukraine No. 302 of March 25, 2015);
• The submission of documents for the issuance of a passport of a citizen of Ukraine takes place PERSONALLY by the applicant (a person who has reached the age of 14);
• Issuing a passport of a citizen of Ukraine for the first time is possible regardless of the registered place of residence;
• A passport of a citizen of Ukraine, issued for the first time, is issued no later than 20 working days from the date of submission of documents for its issuance;
• With the person’s consent, scanned fingerprints can be entered into the contactless electronic medium contained in the passport;
• Persons who have not reached the age of 18 receive a passport valid for 4 years, after which it is necessary to obtain a passport of a citizen of Ukraine again.

What documents must be submitted for the passport of a citizen of Ukraine upon reaching the age of 14?

• Original birth certificate of the applicant;
• Certificate of assignment of RNOKPP (identification code) of the applicant or notice of refusal to accept it — if such a document is available;
• Original passports of Ukrainian citizens of parents or one of them;
• Certificate of residence registration (note 1); (in the presence)
• The original of one’s own foreign passport or the foreign passport/ID card/passport of a citizen of a foreign state of one of the parents — for correct reproduction of the child’s last name in Latin.
• Certificate of registration of a person as a citizen of Ukraine (note 2) — in the event that the applicant’s parents or one of the applicant’s parents were foreigners or stateless persons at the time of his birth, or in the event that the applicant acquired Ukrainian citizenship on the territory of Ukraine;
• Certificate of registration of the applicant as an internally displaced person — for internally displaced persons;

Notes:

Documents issued on the territory of foreign countries are submitted certified in accordance with the procedure established by law (legalization, apostille) with a translation into Ukrainian, certified by a notary, unless otherwise stipulated by international treaties of Ukraine.

The main advantages of issuing an ID card:

• ZNO In the list of documents required for registration at the ZNO, the first item is the passport — osvita.ua/test/advice/5484/. And only certain categories in the absence of a passport can submit another document;
• It is NO LONGER POSSIBLE to issue a passport by simply submitting a photo and documents, as was the case before. The passport has become digital — an e-passport in the «DIYA» application.

• Extract from the Unified Register of Pretrial Investigations (in the case of passport theft on the territory of Ukraine).
• Documents confirming the information for entering additional variable information into the contactless electronic medium and into the passport (if such documents are available):
• about the place of residence — certificate of the registration authority of the established model;
• A certificate of assignment of a registration number of a taxpayer’s account card from the State Register of natural persons — taxpayers or a notice of refusal to accept it.
• Certificate of registration of an internally displaced person — for internally displaced persons (if available).
• on marriage and divorce — a marriage certificate, a divorce certificate, a court decision on divorce that has entered into legal force, or issued by the competent authorities of a foreign state;
• on change of name (full name) — certificate of change of name, birth certificate, marriage certificate, divorce certificate, court decision on divorce, which has entered into legal force, or issued by the competent authorities of a foreign state.

PAY ATTENTION !

Documents issued by the competent authorities of a foreign state are submitted certified in accordance with the procedure established by law (legalization, apostille) with a translation into Ukrainian, certified by a notary, unless otherwise provided for by international treaties of Ukraine.

Issuance of a ready-made passport

When issuing a passport, a verification procedure is carried out. The applicant visually checks the personal data entered in the passport.

If the citizen does not receive the passport within three months from the date of its receipt by the authorized entity, the passport is returned to the relevant territorial body/territorial subdivision of the State Internal Revenue Service for safekeeping.

If the applicant has not received the passport within a year from the date of its issuance, an employee of the territorial body/territorial unit of the State Migration Service warns the applicant in writing about the destruction of the passport if it is not received within two years from the date of issuance. If not received within two years, the passport is destroyed. At the written request of the applicant, the passport storage period can be extended up to three years from the date of its issuance.

Example of documents:

• passport of a citizen of Ukraine for travel abroad;
• diplomatic passport of Ukraine;
• service passport of Ukraine;
• seaman’s identity card;
• crew member’s certificate;
• identity card for return to Ukraine;
• driving license;
• military ID;
• pension certificate;
• preferential certificate;
• work permit.

In the absence of documents containing photographs, you can provide:

• Birth Certificate;
• marriage certificate;
• certificate of divorce;
• diplomas of graduation from higher educational institutions;
• other documents.

What is the need for providing such documents?

According to the legislation, the decision to issue a passport of a citizen of Ukraine for travel abroad is made by an official of the migration service only after:

• identification of the applicant;
• establishing the fact that the applicant belongs to the citizenship of Ukraine.
• Until the formation of the Unified State Demographic Register in Ukraine and its information content is completed, the main way of confirming information about a person is to check it with paper records (departmental card files) of the State Migration Service (including the former OVIR).

In the case of limited or no access to the relevant archives, there is no possibility of primary identification of the applicant in this way, which makes it necessary to conduct additional checks to prevent attempts at fraud, identity theft, etc.

Thus, your submission of any additional documents, in particular with your own photo, will speed up the identification procedure and avoid unforeseen delays when issuing passport documents.

Usually, the applicant can be identified with 100% probability if he already issued a passport of a citizen of Ukraine for traveling abroad, starting from 2015, or a passport of a citizen of Ukraine of a new model (in the form of an ID card), starting from 2016, and his personal data entered in the Unified State Demographic Register. Submission of additional documents in such a case is usually unnecessary.

It is assumed that as the Unified State Demographic Register is filled with information and paper files are abandoned, the identification of applicants will be carried out fully automatically, which will eliminate the need to submit any additional documents, and will significantly speed up the documentation process

In the same way, documents that were issued abroad and that are submitted in Ukraine for registration of certain documents must be translated into Ukrainian and legalized in accordance with the procedure established by law.

For example, if the child was born abroad, then the child’s birth certificate must have an apostille stamp for submitting documents for the issuance of a foreign passport, unless otherwise stipulated by international treaties.

Often, such discrepancies are revealed when performing certain notarial actions (for example, to prove family ties during inheritance, etc.), or when preparing documents for foreign institutions.

This happens most often with such names as Anna-Hanna, Maryana-Marianna, Daria-Daria, Nazar-Nazarii, Yevhen-Yugenii and others.

Surnames are often written differently, especially if there are several documents, some issued in Ukrainian, others in Russian. This can cause certain difficulties when submitting documents (and sometimes even refusal to accept documents due to a discrepancy) in institutions of foreign countries.

To avoid such situations, it is necessary to establish the identity of one or another name, surname or proper name. It is for this purpose that a substantiated expert opinion is issued, in which:

• the identity of surnames, first names and other proper names that differ in spelling, grammar or structural features are established;
• the identity of surnames, first names and other proper names written in different languages, etc. is established.

The object of the insurance is possible expenses for receiving medical or other assistance by the insured person during his stay abroad.

This type of voluntary insurance covers the Insured’s expenses for issuing a new ID card (a modern passport of a citizen of Ukraine) at Passport Service centers in the event of:

• identity card theft,
• loss of ID card,
• ineligibility to use the ID card.

The policy guarantees payment of the cost of emergency medical care to foreigners who are on the territory of Ukraine within specified limits.

An insured event is the receipt of medical assistance by the insured person in connection with an acute illness, exacerbation of a chronic illness, injury, poisoning or other accident during the period of validity of the insurance contract.

According to the Green Card system, insurance companies will reimburse expenses related to damage to the vehicle, other property, life and health of third parties as a result of an accident.
