About SE «Document»

The state enterprise «Document» is based on state property and under the management of the State Migration Service of Ukraine

SE «Document» was established on August 11, 2003 under the authority of the Ministry of Internal Affairs of Ukraine, and later, by order of the Cabinet of Ministers of Ukraine No. 538 dated June 15, 2011, it was transferred to the sphere of management of the State Migration Service of Ukraine (SMS).

The structure of SE «Document» consists of the head office and its regional divisions. The number of employees is more than 700 people, of which up to 60% are specialists under the age of 28.

Implementation of state importance tasks:

  • in accordance with the Law of Ukraine «On the Unified State Demographic Register and documents confirming the citizenship of Ukraine, granting a person or his special status» and the order of the Cabinet of Ministers of Ukraine dated December 7, 2016 No. 931-r «On determining the administrator of the Unified State Demographic Register» functions the administrator of the Unified State Demographic Register, including the implementation of measures regarding information, technical and software-technological support for the functioning of this electronic information and telecommunications system;
  • in accordance with the Law of Ukraine «On Amendments to Certain Legislative Acts of Ukraine Regarding Documents Confirming the Citizenship of Ukraine, Granting a Person or His Special Status, Aimed at the Liberalization of the Visa Regime for Ukraine by the European Union», together with territorial bodies and subdivisions of the SMS and centers for providing administrative services includes receiving an application — a questionnaire for issuing a passport of a citizen of Ukraine on a contactless electronic medium and issuing these documents.

The organization of the service according work to the European standards of the subjects of appeal:

  • support and expansion of the network of citizen service centers «Passport service» using modern information systems, electronic queues, video surveillance, payment and bank terminals, which includes accepting cash applications from subjects, setting up the use of modern furniture and free Wi-Fi, providing a comprehensive service, including the preparation of a package of documents, provision of the possibility of affixing an apostille in one place, registration of an insurance product, production of a certificate of availability or availability of legal status, use of an official translation, other;
  • introduction of new services, including the use of mobile complexes to meet the needs of receiving services at the place of residence/stay, including of persons with limited physical capabilities and limited mobility.

Sectoral activity:

  • development of software products and software updates of the subsystems of the Unified Information and Analytical System for Management of Migration Processes;
  • development, implementation, replication, implementation of standard and individual software on the order of the Ministry of Internal Affairs of Ukraine.
  • participation in the implementation of measures to transfer paper records of the migration service to electronic format;
  • in accordance with Article 4 of the Law of Ukraine «On the Protection of Personal Data», ensuring electronic processing of personal data of the subjects of the application.
