How to order an ID passport?


Ordering a passport of a citizen of Ukraine of a new model FOR THE FIRST TIME (upon reaching the age of 14)

General information about the passport of a citizen of Ukraine in the form of an ID card:

  • The passport of a citizen of Ukraine of the new model is an ID card, the main document certifying identity and confirming Ukrainian citizenship;
  • According to the current legislation of Ukraine, every citizen of Ukraine who has reached the age of 14 is OBLIGED to obtain a passport of a citizen of Ukraine — Decree of the Cabinet of Ministers of Ukraine No. 302 of March 25, 2015);
  • The submission of documents for the issuance of a passport of a citizen of Ukraine takes place PERSONALLY by the applicant (a person who has reached the age of 14);
  • Issuing a passport of a citizen of Ukraine for the first time is possible regardless of the registered place of residence;
  • A passport of a citizen of Ukraine, issued for the first time, is issued no later than 20 working days from the date of submission of documents for its issuance;
  • With the person’s consent, scanned fingerprints can be entered into the contactless electronic medium contained in the passport;
  • Persons who have not reached the age of 18 receive a passport valid for 4 years, after which it is necessary to obtain a passport of a citizen of Ukraine again.

What documents must be submitted for the passport of a citizen of Ukraine upon reaching the age of 14?

  • Original birth certificate of the applicant;
  • Certificate of assignment of RNOKPP (identification code) of the applicant or notice of refusal to accept it — if such a document is available;
  • Original passports of Ukrainian citizens of parents or one of them;
  • Certificate of residence registration (note 1); (in the presence)
  • The original of one’s own foreign passport or the foreign passport/ID card/passport of a citizen of a foreign state of one of the parents — for correct reproduction of the child’s last name in Latin.
  • Certificate of registration of a person as a citizen of Ukraine (note 2) — in the event that the applicant’s parents or one of the applicant’s parents were foreigners or stateless persons at the time of his birth, or in the event that the applicant acquired Ukrainian citizenship on the territory of Ukraine;
  • Certificate of registration of the applicant as an internally displaced person — for internally displaced persons;

Notes:

(1) — Certificate of residence registration — ordered by a legal representative upon application to the registration service) or ordered in the «ACTION» appendix.

(2) — Certificate of registration of a person as a citizen of Ukraine — issued by the State Migration Service of Ukraine.

Documents issued on the territory of foreign countries are submitted certified in accordance with the procedure established by law (legalization, apostille) with a translation into Ukrainian, certified by a notary, unless otherwise stipulated by international treaties of Ukraine.
