What to do if you received an internal passport in a territory not under the control of the Ukrainian authorities (individual regions of Donetsk and Luhansk regions and Crimean Autonomous Republic)?

Dear clients of the Passport Service centers, if you received an internal passport in a territory not under the control of the Ukrainian authorities (individual regions of Donetsk and Luhansk Oblasts and AR Crimea since 2014), then the migration service and SE Dokument recommend you when submitting documents for the issuance of a passport a citizen of Ukraine to provide any additional documents containing your photo to travel abroad.

Example of documents:

  • passport of a citizen of Ukraine for travel abroad;
  • diplomatic passport of Ukraine;
  • service passport of Ukraine;
  • seaman’s identity card;
  • crew member’s certificate;
  • identity card for return to Ukraine;
  • driving license;
  • military ID;
  • pension certificate;
  • preferential certificate;
  • work permit.

In the absence of documents containing photographs, you can provide:

  • Birth Certificate;
  • marriage certificate;
  • certificate of divorce;
  • diplomas of graduation from higher educational institutions;
  • other documents.

What is the need for providing such documents?

According to the legislation, the decision to issue a passport of a citizen of Ukraine for travel abroad is made by an official of the migration service only after:

  • identification of the applicant;
  • establishing the fact that the applicant belongs to the citizenship of Ukraine.
  • Until the formation of the Unified State Demographic Register in Ukraine and its information content is completed, the main way of confirming information about a person is to check it with paper records (departmental card files) of the State Migration Service (including the former OVIR).

In the case of limited or no access to the relevant archives, there is no possibility of primary identification of the applicant in this way, which makes it necessary to conduct additional checks to prevent attempts at fraud, identity theft, etc.

Thus, your submission of any additional documents, in particular with your own photo, will speed up the identification procedure and avoid unforeseen delays when issuing passport documents.

Usually, the applicant can be identified with 100% probability if he already issued a passport of a citizen of Ukraine for traveling abroad, starting from 2015, or a passport of a citizen of Ukraine of a new model (in the form of an ID card), starting from 2016, and his personal data entered in the Unified State Demographic Register. Submission of additional documents in such a case is usually unnecessary.

It is assumed that as the Unified State Demographic Register is filled with information and paper files are abandoned, the identification of applicants will be carried out fully automatically, which will eliminate the need to submit any additional documents, and will significantly speed up the documentation process
