Is it possible to take a photo on the passport of a citizen of Ukraine in order to travel abroad wearing a wig?

In some cases, in particular in the case of cancer and related changes in appearance (due to chemotherapy, etc.), it is allowed to photograph a person in a headdress or wig for the purpose of issuing a foreign passport, if such a headdress or wig does not contradict the requirements established by the Order Ministry of Internal Affairs No. 875 of October 18, 2019, do not partially cover or shade the face, do not cover the eyes, etc.
